Meeting with the Filipino Community in Myanmar

The President met with the Filipino community in Myanmar at the Grand Ballroom 1, Tharaphi Villa 2, Horizon Lake View Hotel, Nay Pyi Taw on his official visit to the country on 19 March 2017.

More than 200 Filipinos traveled five (5) hours from Yangon going to Nay Pyi Taw to personally see President Rodrigo Roa Duterte in the Filipino community meeting on the first day of his official visit to the Republic of the Union of Myanmar.

Majority of the Filipinos in Myanmar are based in Yangon and a good number of them immediately registered to participate in the Filipino community meeting upon learning the news from the Philippine Embassy in Yangon.

President Duterte won in the Overseas Absentee Voting (OAV) in Myanmar, garnering 56% of the overseas Filipino votes in the May 2016 elections.

Speech of the President

Thank you. Kindly sit down. Let me just read the acknowledgments. Present here with me, with you this evening: the Acting Secretary Enrique Manalo, si Secretary Emmanuel Piñol, he was the former governor of and mayor of M’lang, governor of North Cotabato. I got him as the Agriculture Secretary because really he’s a farm boy. Alam niya ang arithmetics sa farming and he’s doing great. I’m sure that within the next few months, bumubunga na ‘yung ginagawa niya and I have full trust in him. I am sure that he will improve the agricultural sector of our country. Si Secretary Delfin Lorenzana, he’s of Ilocano ancestry but he grew up in Cotabato City. I first met him nung mayor pa ako, he was the commander of the 2nd Ranger battalion na dinala sa Davao. Doon ko siya… many many years ago. Maganda pa ‘yung buhok niya. Ngayon… Totoo [laughter]. I’m not trying to be funny but talaga pati ako, ang dali… over a period of just a few years, ako may balding ako dito sa talimpuyo ko [laughter].

Then we have Secretary Ramon Lopez, he’s very well known sa business circle. [applause] Dito kayo babawi sa M. E., sa mga, ‘yung mga small and medium industries. Expert siya dito. ‘Yung Go Negosyo ni Joey Concepcion, dalawa ‘yan silang dalawa. Private sector. At kinuha ko siya and kung gagamitin lang ng Pilipino ang pera na pinaghati-hati nating lahat and with the coming aid of, coming from China and Japan, we would be improving our lot in the next 2 or 3 years. May makita na po kayo. [applause]

Then we have Secretary Ruperto Martin Andanar [applause], and we have Secretary Hermogenes Esperon, Jr., National Security Adviser ko. [applause] And we have of course Senator Vicente Sotto, Tito Sotto [applause and cheers]. Eat Bulaga hanggang ngayon. [laughter] The long… I think it’s the longest noontime show sa buong Pilipinas, in the world. [ilan?] 38 years. [applause] Just making the Filipino happy. And still pinaka matagal rin na senador, one of the longest and I’m sure that tumatanda na kami, he has a son I think, tatakbo ng konsehal sa is it? Vice mayor sa Quezon City ngayong kuan kasing husay rin ng tatay niya. Nagpapaligaya at nagtatrabaho sa bayan natin.

[applause] Dala-dala ko po nandidito si Director General Isidro Lapeña sa PDEA [applause] at ‘yung Secretary Salvador Panelo, ang Presidential… siya lang ang naiba kulay [laughter]. Ang ganda ng ano niya. ‘Yung kasama ko si Ramon, si Mr. Henry Lim, [applause] si Ms. Tolentino, ang Socials Secretary ko, at patawarin na po ninyo ako kung, if I cannot mention everybody.

Now, nung kampanya po, para… mabuti’t, salamat na lang at dumating rin kayo para maintindihan ninyo ang bayan natin at ano ang ginagawa ko pati ‘yung kasama kong mga Kabinete.

When I ran for obvious reason is actually because nobody was talking about Mindanao and I was really worried na pag hindi ito na-address, nobody’s doing anything about, puro lang infrastructure, ganun, blah, blah, blah, blah, blah, blah. The usual. Naku, sabi ko, patay ito. Delikado.

But what I really promised first was there will be a stop sa graft and corruption at maasahan po ninyo. There will never be graft and corruption in my government. Hindi talaga ako papayag. [applause] Kasi magkahiyaan tayo nito because I promised the people. And when I promise something, kung ano ang sinasabi ko sa publiko, talagang ginagawa ko. Mayor pa ako noon. Pag sinabi kong ganon, ganon talaga. Magkahiyaan na tayo o magkal****-l**** ang buhay ko, but pag nagbitaw ako ng salita, ‘yung mga taga-Davao alam nila ‘yan.

And I’m just a[n] ordinary mayor of a small city in Mindanao, nasa Mindanao pa but kung kayong nakapunta ng Davao, if you’ve been to Davao, you would understand what I’m saying.

Davao is enjoying at a fast rate of development. And would you imagine, it’s enjoying a growth rate of 9 [percent] economic growth, which is the first time na nakakuha ng ganoon ka. And Davao is really making good. Except for ‘yung terrorism na talagang iko-control natin by hook or by crook dito.

But anyway, ang… I fired so many. Marami na po. ‘Yung LTO pati [LTRFB], which is really the prone agencies sa corruption, I have asked about 92 officials to resign. Sabi ko huwag na lang tayong magkaso-kaso, huwag na lang tayong magsigawan, mag- b*** s*** – b*** s*** diyan. You resign because kung hindi, I’ll be forced to file cases against you. And marami pa hong iba.

And of recently, even a guy who was with me since 1988, during the campaign when I ran for the first time as mayor, talagang sinabi ko, you leave the government. He was just an appointee for about how many months? Hindi nga umabot ng lima eh.

Kaya ang warning ko talaga, of course, itong nandito sa stage wala ito, mga bilyonaryo ito. Sinabi ko na the first whiff, the first whiff of corruption. Pagka medyo may nagsingaw, let’s go separate ways para walang, wala nang duda-duda ang mga tao and I’m committed to really do that.

Ngayon, kung mauwi kayo sa Pilipinas, wala na ‘yang bukas-bukas sa mga maleta ninyo, bagahe. I do not, [applause] I have prohibited it. Tsaka the only thing that is lacking, needing, what needs to be done is for the Filipino to be assertive. Do not fall into the trap of the, ‘yung mga corrupt.

If you are doing it right all the way, then kung may maghingi o may magpaparinig or even just to you know, suggest, at first instance sabihin mo na, “look, do not mess up with me. I have done… I have nothing to hide.” Kung buksan kayo, huwag kang kumuha diyan ni isa.

Usually kasi diyan kung marami kang dala, natural umuwi ka kagaya ninyo, naghihirap dito, ang layo, mahirap ‘yang malalayo. Malayo.

For example, like five hours just to travel just to listen to me. I’m sure that there is some.. well, the drawback is the travel. But ang ano niyan is malaman ninyo kung paano dumiskarte ngayon.

Sabihan lang ninyo ano, “I will not give you anything.” Pati ‘yung sa mga BIR, Customs, ‘yun ang inuuna ko eh. BIR pati Customs talagang niyari ko and all others would just come naturally and you just say, “look, I do not have to give you anything and do not F with me because” and you can create a scene.

Pag ka nagpipilit ka nun, sigawan mo na kaagad, the… ‘yung assertiveness lang. You have to help me. “Ano? Bakit ako magbigay sa iyo?” I-ano mo. And there is an 8888. Television ‘yan, sa PTV 4. Right after the news, may bakanteng isang oras ‘yan, you can text. Sabihin mo ang pangalan mo, sino ‘yang demonyong ‘yan at sabihin mo anong ginawa, magkano at anong oras, anong petsa, ilagay mo. And if you want you can go to Malacañan, ipatawag ko ‘yang… samapalin ko ‘yan sa harap mo. Totoo. [laughter & applause]

Nanampal talaga ako eh kaya ganoon. Kaya ngayon marami akong human rights, human rights. Huwag kayong maniwala diyan. [laughter] Totoo may — I will go to that pero ang unahin muna natin ang corruption.

Kayo mismo, huwag kayong bumigay. Huwag kang magbigay na tatakutin ka, ganoon. O di sabihin mo, sige. Then all you have to do is you write me a letter. Meron sayong OFW binigay ni ano… I’ll give it to the Secretariat and they will process it. Everything that’s about corruption will be given the first instance of attention sa opisina ko. ‘Yan ang ipangako ko talaga sa inyo.

Kasi ako, matagal akong… 23 years mayor ng Davao City. Marami po akong kasalanan. I have had my faults in life but p***** i** ‘yung pera, wala ako diyan. Wala talaga ako diyan.

You know, that would be a tragedy. Why? Before I became a mayor, I was a fisacal and at the same time, during, panahon ni Marcos, ‘yung Ombudsman noon was the Tanod Bayan. That’s the predecessor. So I was appointed one of the two Tanod Bayan special prosecutor sa Mindanao. And I used to go to, around Mindanao to prosecute cases. Karamihan na tamaan ko mga local officials pati mga treasurer talaga. Sanay ako mag prisinta ng ano. ‘yung audit ba. It’s a convoluted thing but I had to, you know, learn how to present my evidence one at a time on, in… ‘yung talagang in order.

Pero ako ang mag-ano, hindi ako papasok diyan. Not because of anything, kahiya-hiya na ikaw noon nag-po-prosecute tapos ikaw na ang makulong. And hindi ko talaga, wala masyado ako sa pera.

Marami akong ano… marami rin akong but of the matter but corruption is… walang dumadating sa opisina, sa table ko na contracts in government and you can ask anybody.

Kung kontrata ‘yan sa DTI, doon lang ‘yan kay Mon Lopez. He decides because he is the alter ego. Defense. Ang sa Defense, I’ve been very strict ako sa equipments. It has to be the state of the art because it means the lives of my soldiers and policemen.

Walang dumadating na kontrata sa opisina ko. Mostly, I sign appointments, ‘yun lang. And kung merong special case, it’s not about.. it’s about ‘yung ano sa probinsya, away-away ng mga tribal–tribal tapos ‘yung ano the [unclear].

By the way, half Muslim kasi ako, my mother is a Maranao ‘yung nanay niya but my lolo is Chinese, Lam. So kaya ako, medyo I understand. I may not really provide the best solution but I can understand the problem of Mindanao. My father was a Cebuano, galing Danao.

So ‘yan ang ano. Corruption, nasa kamay ninyo ‘yan. Do not give in. Huwag kang ano. Pag ka ano…. Kasi ang Customs, they are not, wala nang open-open ng bagahe.

Direcho. Tutal dumadaan ng camera ‘yan…. Ay camera, ‘yung x-ray. Sa baba, bago aakyat ‘yan doon sa luggage counter, doon sa conveyor, dumadaan ng ano ‘yan so doon kung may kwestyonable na ano, nakikita na ‘yan. Bakit mo pa buksan? Kaya… ang hindi ko lang madisiplina talaga, hindi taga-gobyerno.

‘Yang mga taxi driver, ‘yung mga 1-2-3 nila, ‘yan ang mahirap because it is not really under… hindi ko man tao, hindi ko masipa. But I can be very strict. In the coming days talagang pipigain ko itong Pilipino.

But my ano kasi diyan, ang ano is I have… now we go back to my promises. The second is I will suppress drugs. Itong masasabi ko. This is the statement when I left. My last sentence actually. I promise no corruption, I promised that I will suppress drugs, criminality and try to figure out how to improve Mindanao and to start up the economics of the country. ‘Yan lang.

Kaya nung sa debates, if you were listening to the debates during the… ‘yun lang ang sinabi ko. Wala na akong “you know, I really… mga infrastructure.” Eh puro naman corruption.

So ngayon dito ako sa droga. Ang sinabi ko, I will do it even if it will cost me my life, my honor and the presidency itself [applause] kasi nakita ko.

Ang mga kalaban ko, gusto akong… si Leni, apurado masyadong maging presidente [laughter] tapos ito sila, si Trillanes is a barking dog. He’s just a… you know this guy, he was the one na nag-mutiny. Naalaala ninyo ‘yung sa Makati?

Look at this idiot. Nagpa-muti-mutiny, ‘yun palang kaduwagan niya pagdating ng pulis nagsurrender. Ang ginawa, ninakaw ‘yung lahat ng mga twalya sa Peninsula [laughter], mga bed sheets tanang kutsara. At hindi naman umabot ng barilan maski isang putok tapos. I cannot picker for… Kayo ba? Nakita naman niyo ang behavior medyo ano, pareho kay De Lima. [laughter]

Sabihin niya political prisoner daw siya. Since when? Since when ako nagpakulong ng oposisyon diyan? Siya ‘yang may… nagpavideo, nakita na ba ninyo ‘yun? [laughter] O siya ‘yung nag.. because… ‘yan ang pinakatragedy natin.

It was the Secretary of Justice herself running, trafficking drugs. Kaya sabi maraming patay. Totoo ‘yan. Hindi ko… I’m not trying to deny that in the work… In Davao I said, “Do not destroy my city.” We were struggling then because Davao City was a no man’s land. At alas syete pa ng gabi, kung may taga-Davao dito, they or she or he would tell you, alas syete sarado na doon.

So I was struggling against all odds. But I was able to make it developed. Nakausap ko mga komunista. Patayan kami sa droga and it was a very serious problem then but I never knew the dimension nung hindi ako nag-Presidente, buong Pilipinas.

Nakita mo by the thousands, by the hundreds of thousands nag surrender doon sa gobyerno. Doon sa Davao, sinabi ko, I will declare war against you because if I feel that you are destroying my city, I will kill you. Correct. Pag ka you are destroying, you deprive me of my son and my daughter at ang kinabukasan, talagang papatayin kita, walang problema ‘yan.

Pero ang order ko sa police is go out and arrest them. Ubusin ninyo. Pag ayaw magpa-aresto at lumaban, may mga lawyer man dito, and there is a violent resistance, may baril o ano diyan, kutsilyo, o bato o bat and if you think that you will die, shoot the idiot. Eh alangan… Lahat talaga ng ano bangag ‘yan. Lahat ng, ‘yang nasa droga, bangag ‘yan. Hindi mo malaman. You’d never know the imponderables of the human criminal mind. Anong gagawin niyang sunod and for that, I am… nung nag-Presidente ako ganoon din ang sinabi ko. “Do not destroy my country, it’s the only one that I have. Do not destroy the youth, ‘yan ang kinabukasan namin.” Now, with 4 million addicts, what am I supposed to do?

I had to declare war against the, lahat na. The drug lords and the runners and the pushers because I cannot destroy just one then allow the other side of the story to keep on running. Pag may droga, may drug lords, meron talagang runner, maghahanap ‘yan.

And the demand dito sa market, “sige maghanap tayo ng supply.”

Hindi mo ma— kasi pag ka basag na, pag sumakay ‘yung, it’s the monkey at your back na, in your back. ‘Yan ang tawag diyan basta addiction na kasi i-gaganun-ganun ka, parang may unggoy na gaganun sa likod mo.

So may market talaga ‘yan. So kailangan, I have to destroy or kill the drug lords and I have to go after… kasi kung ang droga nasa warehouse lang walang nagpapabili, o di wala. Ang problema, maraming runner, maraming pusher, maraming gumagamit ng kapital nila, kunin lang nila doon sa sinong na-contaminate nila. Sino ‘yung nahawa nila.

So I have to destroy both. Sasabihin ng mga pari, ng mga NGO na “mga mahirap ito.” Eh wala akong magawa. I cannot just enforce against the drug lords and then allow the runners to do their thing.

Now kapag ka lumaban ‘yan eh wala na talaga. Ang order ko, patayin pag ka lumaban. Eh ang-alang naman pulis ko ang… titingnan ko. I have lost to now ha, almost 37 soldiers and about 32 policemen.

Araw-araw ‘yan may isang patay na pulis, patay na sundalo. Drugs. Because sa Mindanao, it’s fueled… ang nagfu-fuel ng ano doon, ang pera, ang shabu.

Everybody is encouraged to produce shabu para magkuha ng pera and itong terorismo ngayon ‘yun ang pinaka delikado. kasi ‘yang terrorismo, ang ISIS had already acknowledged [Hapilon] as the leader of the ISIS cell diyan sa… so sabi ko sa military, huwag na

natin hintayin na magputukan ang mga sasakyan kagaya ng Syria, Libya, Iraq. In a market place, paputok rito, paputok doon. Ang sabi ko, luluhod tayo niyan. Huwag na natin hintayin na mapasubo tayo. Destroy them now.

Kaya ang mga shabu laboratories doon, hindi M-16. Dalawang M-60 pati bazooka. Kaya kung pulis lang doon ma wipe out, magtawag talaga ng military ‘yan, joint operation ‘yan and that was why the military is participating dito sa drugs specifically because it is a national security threat now.

Pag binitawan ko ito, I would have consigned my country to the dogs and allow the next generation of Filipinos — Walang mangyayari sa bayan natin.

Kaya kung sabihin nila na karapat-dapat lang na mamatay… makulong ako o mamatay ako, okay lang. I will rot in jail for you, for the Filipino. May isa talaga sa atin mag sakripisyo. Kung ako ‘yan eh di pasensya.

Pero hindi ko nagsabi na walang namatay. Marami ‘yan, marami kasi. Pero ‘yung sabi na pinatay na isang pamilya, minasa— huwag naman.

I am going to prison for the right crime. Huwag naman ‘yang crime na itapon mo sa akin na lahat na lang ng patay doon akin. [laughter] Eh di kung nalaman kong ganun, eh di nag negosyo na ako ng punerarya noon pa para— [laughter & applause]

Pero totoo ‘yan sinasabi nila, marami. Marami talagang mamatay. Marami pang mamatay diyan. Sinabi ko, I will not stop. It will continue until the last drug lord in the Philippines is killed and the pushers out of the streets. When? It will take me until the last day of my term, so be it. If I go to prison for that, so be it. It’s my destiny.

Maybe God just gave me, “I’ll make you President but you are only good for two years and you will be killed.” Fine. Or, “you are only good for another six months then you get ousted.”

I became a President by destiny. Ang mayor ko lang na sa akin si Imee, si Abet, si… ‘yung anak ni Ted Garcia, Bataan pati sa… Isang mayor sa Mindanao. Hindi ko lang masabi yung pangalan kasi bumaliktad dahil sa pag-ibig nung nakaraan namin.

Isang.. tatlo lang ang… wala akong congressman, wala akong barangay captain except Davao at wala akong pera. Kayo, Pilipino man kayo. Ano bang…

So bakit nanalo ako? Because I was carrying the right message. Alam ko gusto ninyo ang bayan ninyo gaganda.

Ang export natin… I made the correct decision. Hayaan mo na ‘yang Amerikano, hayaan mo lang ‘yang mga pro-Americans diyan, hayaan mo na ‘yang CIA kung gusto nila akong patayin. Okay lang ‘yan sige, pasabugin nila eroplano ko tutal marami naman kami. [laughter & applause] Walang problema sa sa akin ‘yan [laughter] basta gagawin ko ang dapat kong gagawin.

Ang na-ano, the greatest sometimes mistake even sa military, military ka is miscalculation. Hindi nila… na-miscalculate nila ako. Kaya akala nila siguro takutin nila ako ng preso tapos si Obama titindig sa harap diyan na… sabi ko, naano ako…Pakialam mo? L**** ka. [laughter] You can go to hell. O, tapos sikat pa ako ngayon kasi pi***** i** ko ‘yung mg leader, mga p****** i** ninyong lahat. [laughter]

Eh hiningi ninyo eh. Bakit kayo nakikialam? That’s the problem now. This European, EU Parliament. Basahin mo ‘yung ano nila. Tingnan mo ang proposal sa akin. Ang pinag-usapan ako. Tingnan mo ang mga p****** i** niya.

Nag-propose sila na lahat na lang ng addicts, wala nang patayan, bigyan na lang. Kung shabu, bigyan ka ng shabu; kung heroin, bigyan ka naman; kung cocaine, bigyan ka ng cocaine, magpunta ka lang sa isang center.

You know, you guys. I’ll talk in English. Do not impose your culture or your belief in what would be a government in this planet. Do not impose on other countries, especially us. Ito, ito noon paborito nila itong mga ASEAN countries because may… there’s a death penalty in Indonesia, Malaysia and I’m trying to revive it and I’m trying… as if the other countries of EU walang death penalty. Marami pa rin.

Itong mga buang na ‘to, hindi ko talaga… why are you trying to impose on us? Why don’t you mind your own business? Why do you have to you know, f*** with us, goddammit.

Biro mo, magpo-propose ka. Tingnan mo ‘yung TIME magazine ngayon. Wala nang gender because you can be a he or she, wala nang… look at the cover of TIME magazine. Isang babae o lalaki, wala nang he or she.

‘Yun ang kultura nila. Eh di kayo lang, hindi ‘yan pwede sa amin kay Katoliko kami at there is the Civil Code, which says that you can only marry a woman for me… for a woman to marry a man. Iyan ang batas natin at bakit walang nung— bakit papasok itong mga gender? Wala akong ano. Ang dalawang brother-in-law ko gay. May mga pinsan ako na gay wala akong ano pero huwag…

Kung saan ka pinuwesto ng Diyos, diyan ka lang. Huwag mong haluin kaming lahat. Biro mo, ako ang Presidente tapos wala ng — you erase the great divide between a woman and a man. Kaya magdala ako ng babae doon sa bahay ko, lalaki, tapos babae sunod, lalaki, babae tapos… That does — you read the TIME magazine.

That’s what you are really trying to… Ano sila eh, ‘yung mga taga-State Department ito ha. It’s not really a question now of country. It’s a question of global citizens. Masyadong ano. Kaya my advice to… I will talk in the coming Summit.

By the way, before I proceed any further, allow me to thank the Myanmar government for hosting the Filipinos here to earn a living. [applause] And we acknowledge your humanity to help your Asian brothers who are really pretty hard up also.

And we would like to promote the bilateral and the cohesiveness of our organization. It’s high time that we put up something also vis-à-vis ‘yung EU. Ganon na lang. Tutal malayo masyado tayo — we do not have anything to do…They said they will suspend the aid ganon. Sabi ko, you can do.

Sabi ko nga sa kanila eh. Para bang kasi noong, ‘yung past administration, whenever they make a report to any forum or venue there, they’d always harp on the human rights violation, a threat that you’d lose the assistance that’s given to you every year.

Para bang, sabi ko, it came to a point, repeatedly, Obama said, the State Department said, and then everybody there who’s an idiot. Sabi ko, “You can go to hell. You can eat your assistance.” Sabi ko, “We do not need it. We will survive.” Sabi ko, “From now on I will adopt an independent foreign policy and I will deal with any country that I like which I think can help us.”

That’s why I’m here in Myanmar. We can help each other. [applause] And you have helped us in so many ways. My gratitude to you, to the government and the people of Myanmar. Wala akong ano…

Ngayon, pumunta akong China. I said, “I come here in peace. I do not intend to impose the arbitral ruling of the China West Philippine Sea. But I would like to tell you now that during my term, there will be a time where I have to confront you about this paper, the arbitral ruling. It will not go beyond the four corners of this document.”

Now, kung ang China magkuha na sila ng mga oil, mga uranium or whatever is inside the bowels of the sea, kalabitin ko siya, “Ako man rin ang may-ari niyan.” You claim it by historical right, by judgment I won and it’s mine, but I will not insist on sovereignty or anything like that. It is not within our territorial waters.

Kumbaga ano ka, subdivision ka in the family of nations binigyan ka ng sarili mong fish pond. Pero outside of your bakod ‘yan. So it is not within your territory but the area is your entitlement. May priority ka diyan.

It has nothing to do with the jurisdictions. Iyong sarili mong fishpond kasi ikaw ‘yung katabi niyan eh eh ‘di iyo ‘yan. So the 200 mile economic zone.

So ngayon wala pa man, sige sila lagay ng structure diyan. Ang sinabi ko naman as late as three years ago, you guys were already there… ‘yung mga satellites spy, ours kanila pina-publish nila that there was something afoot there, abrewing. Sabi ko ngayon sa Amerika, “Bakit hindi mo pinuntahan doon? Ikaw lang may kakayanan eh. Ikaw lang ‘yung may maraming eroplano.”

Ako nakabili tayo, hindi sa panahon ko, kay Aquino. Idiniliver (deliver) lang noong panahon ko. Buti maklaro. I am not claiming any credit there. Na-deliver may apat ako. By the time I go out of the office, baka gawain kong 12. So tag-3-3-3 para may Air Force tayo. But we have already and we are using it actually. First time ko sinabi sa inyo ‘yan. In public ngayon lang. Well, talagang hindi ako papayag na magtakbo na. Maiwan ko ang Davao, sayang ang pinagod ko. Ayaw niya kasi nakakapagod, nababastos ka daw, manuntok ka pa ng tao, mambugbog ka pa ng sheriff.

Pero Inday would be a good — sa Davao. I don’t know in any other office pero maasahan mo si Inday. Under pressure. Kasi kung kaya niya nanay niya paiyakin pati ako, ‘pag ‘yan ang mamu**** i**, tahimik kaming lahat. Ako naman I do not want to you know, anak mo eh. Basta ako tatalikod na lang. So sanay na sanay siya ng ganun. Sumasagot talaga iyan maski noong maliit pa. Pero maaasahan mo in times of ‘yung problema sa tao, maaasahan mo si Inday. I am not praising my daughter because that is what she is.

So iyan ang ekonomiya natin, doblado tayo sa China. Ngayon, itong construction diyan, sabi ko nga kung gusto ninyo pigilin, bakit hindi ninyo pinuntahan doon noon? ‘Di ba? Eh sila ‘yung mga aircraft carrier, sila ‘yung may mga battleship. Bakit hindi ninyo pinuntahan doon tapos “hoy, huminto kayo kasi this is international waters.” Of course the entitlement belongs to the Philippines but international waters iyan eh. It’s beyond the 12 mile limit, certainly. Bakit hindi niyo pinigilan? Ngayong nandiyan na, problemahin ninyo kami na ‘sige punta kayo doon, sabihin ninyo amin ito.’ Hindi ko talaga maintindihan ang takbo ng… Tapos ‘yung Human Rights binibira ako.

Pero si President Trump okay kami. Okay kami ni President Trump and I can assure him also of our friendship and cooperation. Walang problema ‘yan. Under the Trump administration I will give all, whatever it is. Short of ‘yung sabi ko ‘yung military alliances, ayaw ko

na niyan. Hindi natin kaya eh. Hindi natin kaya. Why do we look for trouble? Bakit maghingi ako ng magpunta-punta ako diyan para makipag-away lang? Wala man tayong mga ganon na klase ‘yung

Kaya tinawagan kong… kinagabihan ang sabi ko, resume tayo. Ngayon sabi nila, mag-ceasefire sila. Sabi ko, well, ako, huwag na muna. Tingnan ko. Bigyan mo ako ceasefire that is reduced in writing so that we can establish the parameters, one.

Two, kasi sabi nila pumapasok daw ‘yung military pati pulis sa mga teritoryo nila. [Sa]bi ko, no, no, no, no. [laughs] Ako ang may-ari ng buong Pilipinas, representing the Republic of the Philippines.

Hindi ako papayag na may teritoryo na hindi amin. Akin lahat ‘yan. Hindi kayo. It’s not for you to claim. It is my office that would say where lies the boundary of my country.

Third is that i-release ninyo lahat ng sundalo ko pati pulis na-kidnap ninyo, pati civilians, mga municipal, pati barangay officials.

Fourth is that stop kayong maghingi. Otherwise, giyera tayo. We have been at it for 50 years. Do you want another 50 years? Are you good for another 15 years?

Many years ago, I was an apostle of Sison. Kaya ang tawag ko sa kanya, “Sir.” Kilala niyo ako, estudyante niya ako eh. Pero sabi ko, well, kasi full of idealism, bata ka pa. But when you grow up, may pamilya ka na, then you see the reality of it all, ‘yung totoo sa bayan mo.

You stop in indulging in ideals alone. You have to let reality sink inside your goddamn gray matter between your ears. ‘Yan ang totoo diyan.

So, I’m talking with the… nung na-Presidente ako kasi nga madali akong nakiusap. MILF says we’ll talk. And Nur Misuari said, “Mayor, “ Mayor ang tawag sa akin hanggang ngayon. “I will talk to you when ii shall have completed my team.” ‘Ko, right. So medyo stand ‘yan.

Ang hindi ko kontrolado ang terrorism. And the greatest problem kung maplantsa ko lahat ‘yan is terrorism and drugs. ‘Yung iba but remember this and I’m addressing the nation right now kasi [unclear] ito international eh. If you do not give to the Moro people, it’s not because ang lola ko… wala ako dito ako sagitna. For after all, I said my father was a Cebuano.

If you do not give ‘yung hinihingi nila na structure of federalism, we will never find peace. You know why? Accept the fact that before Magellan came in sa Leyte many years ago, 100 years ahead, Mindanao was part of the Sri Vijaya empire of the Malay race, kasama ‘yan. Naagaw ng Español, tapos naagaw ng Amerikano.

And pati tayo, they look at us as the extension of the imperial. Kaya ‘yang unitary type na ‘yan, tayo lang ang nagpaiwan na unitary. Lahat federal set up.

And it has deprived, truthfully also the people of Mindanao. We are…we have always been considered the, a distant relative of.

Kasi diyan sa Pilipinas, Pilipino man tayo mag-prankahan. Ako lang ang nakalusot, by sheer I don’t know, Diyos siguro. Ako lang ang nakalusot na hindi pili sa Maynila.

Alam mo diyan sa Maynila, kung mamatay ang Presidente kung sinong kapalit, ‘yang elite. ‘Yung elite. Nag-aano kamay ko, nag— Mga elite lang, mga politiko na traditional.

Tawagin niyong mayayaman ‘yan kung sino. O, magkano ang akin dito? 50 million. Pag mag-abot na ng three billion ‘yan larga tapos partido.

Mga elitista, ‘yung sila lang. ‘Yung mga… Anong pangalan nitong p**** i*** grupo na ito? Sila lang ‘yan. Sino… ‘yung anak ni ano, ito, ito, si ano. Maski bobo ka, sige lang. Eh di wala. Puro ‘yung mga, yumaman noon hanggang ngayon, dito barado sila talaga sa akin. Barado sila.

Kasi kita mo ang mining, pinagupakan sila ni, sarado lahat. Sabi ko, hindi ako makialam diyan, trabaho niya ‘yan eh. Ang sa totoo niyan, yumaman na. Sino ba may-ari ng mga minero diyan? Do you think—Look at the names of the owners of the—

And your children can go out and your sister and brother and they will be safe. Ngayon pa lang sinabi ko, nakikinig pa rin ang mga g***. Huwag ko kayong makita sa labas, kasi sa labas, sa Luneta, ang pasyalan para ‘yan sa mga taong matino, para sa mga anak namin.

Kayong mga kriminal, huwag kayong magpakita, pagdadampot ko kayo. Mabuhay ang Pilipino! [applause] Ganon talaga.

Pati ‘yung heaven and hell? Huwag kayong maniwala niyan. You know, sabi nila ang Diyos alam niya ang beginning pati end mo. But in the meantime, sabihin din ng simbahan, ah may free will ka. Kalokohan.

Bakit gagawa ang Diyos ng tao only to consign the human being to hell? What’s the problem? Why do you have to create man and then create hell? Why not destroy hell and allow men, human beings to be happy? Ang religion kasi that’s the source of the conflict actually of the killings in the world. Because hindi tayo magkaintindihan eh. Alam mo na religion it’s a very contentious one. Sasabihin mo may religion ka yes. Ano ang religion mo? God, period. Ako tanungin mo ako, anong religion mo, Mayor? God. Where is He? Somewhere. I cannot point to space because there is none but there is a God. Iyan ang ano ko. I don’t know if you’d agree with my ano pero hindi makapaniwala eh.

Five billion years old. Kailan ang tao na gumising? Noong…Ayaw ko kasi iyan… I do not mean to…Kasi ang asawa ko kasi noong tumakbo ako ang kaya kong i-rent na eroplano ‘yung karagkag, ‘yung mura, wala man akong pera. Minsan, ‘And Moses came down from the mountains…’ Sabi ko sino ang mag-utos sa kanya mag-akyat-akyat doon sa bukid? Bakit hindi na lang maghintay na lang diyan sa bahay niya? Sabi ko, ayaw ko na niyan. Kaya galit iyan sa akin.

Pero actually the Bible has —- it’s a recorded history of mankind eh. Beginning? I really do not know. It’s 5, 000… sabi ko 5 billion years old ang planet. So when did we acquire that religion? Hindi na sila kailangan umalis para maghanap-buhay. But you know, ang hindi rin natin maano, you have to consider the problems itong simbahan.

We are breaching the — we have breached the 100 million — 110 na lang to be safe. And we do not have enough resources actually. Kaya si Piñol is working overtime how to deal with this problem na makakain lang tayong lahat without… Mabuti’t na lang ang Burma, our good neighbors, the good neighbors of the Philippines. Ngayon, maalala ko, hindi ko pwedeng sabihin sa inyo, kasi it will generate… basta maalala ko na lang. Ang tatay nasa one of the countries there sa Middle East and the other is another country. Kaya it’s almost uniform ‘yan eh. Wala silang tulog. Three to four hours and maya na sabihin ko sa inyo kung—Kaya talaga ako galit. Talagang as in galit ako.

Ngayon, “Bakit ba si Duterte? May anak ba ‘yan nag-droga?” Walang anak ako nag droga— pero nung mayor ako, as a father of a city, I have encountered problems na ganon.

Kaya patawarin talaga ninyo ako, talagang mainit ako diyan. Anak ng jueteng kaya kayo na wala, hindi pa pumasok diyan. You can lose your funds and your life.

Telling you, stop it. You want people alive? Nobody’s dead? Drop the shabu now and our country will be peaceful tomorrow. Pero kung ganyan pa rin kayo, there will never be. Walang hinto ‘to until the last day kung saan ako nilagay ng Panginoon Diyos.
