Secretary Delfin Lorenzana; Secretary Silvestre Bello, he’s from here, his house is just about kilometer away, sumama siya sa akin to visit you; Undersecretary Arthur Tabaquero; Undersecretary Cesar Yano; General Ricardo Visaya; Lieutenant General Eduardo Año; Brigadier General Paul Atal; officers, men and women of the 5th Infantry Division Star Troopers; my beloved countrymen; soldiers of this Republic.

I have a very limited time because nagsasara kaagad dito. I have to go to Cabanatuan for another appointment. But, meron akong mga mensahe sa inyo.

Well, for one, we are talking now with the Oslo authorities, providing the good offices para makapag-usap tayo sa mga komunista pati ang Republika.

Now, let me tell you from the heart: Masakit ito, kasi alam mo, natural enemy. But let me also remind you na itong natural enemy natin na gustong magpatayan rin, are Filipinos.

And kaming lumaki na, since estudyante kami noon, and then naging Presidente ako. Basahin ko iyong Constitution, baliktarin ko man o sidewise, it is really my bolden duty to seek peace for the land.

The Mindanao is a very sticky issue. I come from a lola na Maranao, ang lolo ko, Chinese. So in a way, if there is anybody who would also want peace for my land, isa na ako; because the vice mayor, si Pulong, iyong kabarkada ni General Atal diyan sa Mindanao, lahat ng mga opisyal ninyo dumaan ng Mindanao, so kilala ko. I’ve been mayor for 23 years.

Pag naareglo natin itong komunista, it is not a case where relax na tayo, because your training would continue in the horizon, at huwag ninyo akong tanungin kung dadating ba o hindi? Dadating iyan, sigurado ako. And even if I’m no longer around, you will remember me. Dadating iyan kasi ito ang na-experience ko. So, I find it easy to have access to every Moro tribe for the reason that, well, lola ko Moro.

I have talked to Jaafar, to Murad easily sabi nila, sige, Rod, mag-usap tayo. Let us revive the talks. Now, remember that Murad said before na kung hindi niya makuha ang BBL, he will go to war. Kaya sinabi ko, pumunta ako doon sa kampo nila at sinabi ko, “ako na iyong presidente, magpatayan tayo, gusto mo?” I’m talking to Jaafar.

And si Nur Misuari is ambivalent siya. Ang tingin ko, si Nur will not commit now, he’s consolidating the forces but he has lost control of the young men of the Moro generation.

‘Yang Abu Sayyaf na iyan, ang Abu Sayyaf, no longer hungers for independence sa Mindanao. They are no longer hungry for autonomy. They are hungry for a fight to establish a Caliphate in Southeast Asia. Caliphate is a kingdom for the Muslims, Moro lang naman dito sa atin iyan. The natives called the Moro, kasi Moro man talaga ‘yan sila.

So ang problema is hindi na yan sila makipag-usap on the basis of anong maibigay mo, eskuwelehan or—it’s either the Caliphate or nothing. Ito, you have to re-orient and re-invent yourself because itong terrorism just like in the Middle East, although may front war, may kasaling urban terrorism. Putok dito, putok doon. Araw-araw iyan, mag-tingin ka sa newspaper. CNN or lahat ng international network iyan ang problema, may banatan, maybe in Mindanao talagang intense iyan.

So hindi kagaya—ang NPA, on the move, naghabulan kayo, pati ‘tong Abu Sayyaf, kasi island lang naman, static iyan sila diyan. Hanapan iyan. Pabilisan na lang ng tainga pati mata. So you have to train more, you have to re-invent yourself from almost a soldier in uniform to all of you being intelligence operatives.

Kasi karamihan diyan, magpasyal ka, mangangamoy ka. Hindi naman army ito eh. So, they come as parang farmers, just like in the Middle East, may mga paputok na ng kotse iyan. Hindi na yan kuntento doon sa Davao na bomba-bomba. So it’s a long fight ahead.

What I can assure you is for as long as I am President, you will have all equipments and weaponry necessary to win the war or at least to defeat them in every fight. (applause)

Hindi kayo maluluma diyan because si Defense Secretary nga, binigay ko absolute authority to buy whatever is necessary. We are doing good with the sniper activity. You learn more about it at tsaka iyong mga vest ninyo, sabi ko lahat dapat pagpasok, lalo na iyong mga entry, pag kailangan na. But all of you will be given the—yung protection sa armor, and of course, the weapons that you desire.

But above all, I have ordered and will—binigyan ko kayo din ng almost half a billion. Last time sa AFP nagpunta ako, maraming kulang ninyo. Marami akong binili: MRI, Baric. Baric is for pag nang-away kayo diyan, hindi kayo na-extract kaagad, tapos nasugatan ka sa kamay paa at iyong gangrene. Basta maipadala ka lang, mailipad ka sa—and my orders are, iyong presidential plane ko, binigay ko na sa Armed Forces for the use as air ambulances. Maski isang sundalo lang, at saka medyo magdating na yung gangrene, ganun, ilipad kaagad. It is like a tank where iyong divers, tapos mas mabilis pa sila sa bubble and they suffered the called “the bends”, yung ilagay ka doon and the circulation will help you normalize or stabilize you. Lahat na pwede para makabuhay.

And iyong mga field hospitals ninyo, I’d like to mention it to you now for the first time. Somebody is giving us one billion, to—yung sa mga Davao, meron doon hospital. We will complete it so that kung maari lang, ipauna ko iyong sa Jolo. Doon ko ilagay iyong hospital na mga operating room, lahat ng kailangan. Somebody is giving us but he does not want me to mention his name. Pero ewan ko lang, someday maybe, magli-leak rin iyan. He wants to start—as a matter of fact, I’m also starting to build the rehab for the addicts sa Cebu.

So lahat iyan ipalapit ko iyong mga ospital na for life saving. And I said, there are about ilang eroplano ba iyan sa presidential ano? I’ve given that up. Hindi ko na nagamit ni minsan. Sabi ko, gamitin na ninyo iyan for ambulances for those na kailangan ng ospital kaagad sa Maynila, madala kaagad kayo doon, to save lives and everything. And do not be afraid as a soldier. Alam ninyo iyan eh, nung pumasok kayo pagkasundalo, alam ninyo iyan. 

But you know, let me be very philosophical about it. Hindi pa kayo pinanganak, wala pa iyang nag-asawa iyang tatay pati nanay mo. Lahat tayo dito sa mundo, may guhit yan. Believe me. Huwag kayong makinig sa—may chaplain ba dito? Wala? Are you here? Andito iyong chaplain? Huwag lang sana ma-offend. But lahat tayo, bago kayo pinanganak, alam na ng Diyos kung saan ka ilagay at kailangan ka hanggan.

And you chose to be a soldier. Nandyan na iyan sa palad ninyo. That when the time comes, when you grow old enough to decide for your own, that you will become a soldier is already written in your destiny. So pinili ninyo iyan, so—hindi sabihin mo mamatay. But you play with life and death, but that is natural.

Kung ako ang sundalo, papiliin mo ako in the field of honor, sa battlefield, o paabutin mo ako ng 70 years old. Ang sakit ko, bangungot mamatay, Ay! Putang—di dito na ako sa—when you are a soldier, you should die as a soldier. Bakit ka pa mamili ng iba? But if you are good enough, well at least, maka-lima, anim ka lang naman. Tabla na. But, most of you will survive. I know that. Hindi naman iyong mga casualties, hindi naman kagaya nun, modern medicine, modern lahat.

As a matter of fact, I said iyong mobility ninyo is faster by allowing you to use iyong eroplano para sa akin. Sa inyo na iyan. Hayaan na ninyo ako, kaya ko ng mag-commercial-commercial. So prepare for that eventuality because ang kalaban niyo dito sabog, sabog. So magbantay kayo—yung you have to learn from the police iyong nakatapos ng mga ganun. But if I do not survive, pahingi mo ako ng ano—alam mo adre, hindi naman ako nagkulang, abugado ako eh. Pero sa karami, hindi ko kaya patayin lahat, baka ako pa ang patayin nito.

You know, ito lahat iyan, ang last. Mayor: Mayor Reynaldo Flores, HBT, high-value target, Naguilian, La Union. La Union. Validated.

Tapos dito sa isang page: Mayor, assemblyman, mayor, vice mayor. Dito sa iba naman, puro barangay captain, puro barangay captain, barangay captain, … Sultan, Lumati, Maasin, municipal councilor.

Kita naman dito, pati mga pulis, pati mga barangay— Paano tayo aangat? Paano tayo aangat, ito, kung ganito ang buhay natin? Then corruption sa airport, diyan sa Customs, Immigration. Pahirapan pa. Sabagay ngayon wala na. Talagang marinig ko na isang balita lang, out ka. Hindi na ako maghintay na—letse!

Talagang—kaya ngayon, I want zero. At least, makinabang ang ating mga kababayan.

Pero ito ang pinakamabigat. Corruption ito plus crime. Alam mo itong droga ‘adre, ito pag nag-asawa, pag napapasok ang babae o lalaki sa droga, Iyang pamilya na iyan would be dysfunctional. It would not function as a family. Sira na. So karaming tatamaan nito, humawak ng droga, magsabi ka ng mga dalawang milyon. Sabi ng PDEA noon, three million. Huwag mo na lang dagdagan, except iyong nagsurrender 700,000. Thousands, tinamaan all over the country, di anong mangyari ng bayan natin? Plus the corruption.

Tapos may gulo pa tayong hinaharap, may terrorism. Talagang hihilain tayo. But first, ang masira sa atin, ang gobyerno. Wala akong sinasabi sa inyo, I’m just saying that the ultimate warriors sa Constitution, to protect the people is the Armed Forces of the Philippines. So bahala na kayo kung ano ninyong isipin ninyo ito kung walang tao. Inyo iyan. Sa Constitution is to preserve, to preserve ang ating—

But again, sa panahon ko, kung six years, wala kayong takot. Lahat na gawin ninyo sa utos ko, akin iyan, ako ang magpakulong. Sabihin lang ninyo, utos iyan ni Mayor Duterte, siya na ang tanungin mo. Hindi na ako magtagal. Bong, saan na yung—? Because you are listening, bilib ako sa—ganito na lang Bong, ito na lang. I-donate na lang niya sa gobyerno, pero with the understanding na yung sinong may hawak nito, doon ibigay.

Kasi kung i-process mo pa sa kuha ng lisensya, magkuha pa ito ng mga—hindi personal. Kasi aplayan pa nila eh. So mag-uwi pa iyan, magkuha ng clearance ng fiscal, mahingian pa iyan na—huwag kayong maghingi, barilin mo. Tang-ina.

Ngayon, kasi because you are good listeners, pero bigyan ko kayo. When the time comes na medyo ang ano, delikado na at more of intelligence na, bigyan ko kayong lahat. May dating sa inyo, maghintay lang kayo.

Pero for now, mag-distribute na ako. Sabihin mo Bong sa ano, to donate it in bulk tanggapin ng property officer ng Armed Forces, pero kung sino iyong makabigay sa kanya i-MR pero kanya na iyon, understood na iyon, mas madali.

So hindi ko man dala lahat ang baril, hindi magtake off iyong helicopter kung ikarga ko lahat. Tatlo lang muna, ibigay ko kay Colonel Atal, siya na ang magpa-lottery, i-lottery mo lang, tatlo iyan (applause). Glock, ganong kahaba iyan? Glock 45, it’s about six shots. Seven lahat kung kargahan mo ata o six. Iyan ang Glock.

Meron man kayong Glock ano? Ang problema sa Glock, ang lock nandyan sa trigger, kaya pag sanay ka, lalo na kung nakainom ang buang, naka-ganyan o, pagputok, baka isang bayag na lang maiwan. (laughter)

Just be careful, iyang Glock. Ang Army kasi, hindi naman ang main weapon ninyo eh, secondary weapon lang, you do not have to cock it. Pero tatlo iyan, but everybody will have in the coming days, mag-order ako. Iyong ganun na ano—so okay na iyan.

Punta kayo sa bayan, surveillance, inom-inom doon, pag malasing, walang ibang makitang kontra, iyong pulis ang kalabanin.

Pagbasa ko, putang-ina talaga itong kuwan na, shoot-out, policeman pati Army. Wala mang kalaban, di sila-sila na lang. (laughter)

Hindi na ako magtagal but I—wala akong kunin dito. Ang nandito, na-erase na, iyong si Alcala. Sabi ko, planuhin ninyo iyan kung mabigat yan, congressman ganun-ganon, kita mo nandyan. Labas talaga. Odicta. Wala eh, si Odicta, sinalvage. Siguro, baka mga army iyon kasi harap-harapan man. Army, harap-harapan eh.Pulis, takbo man kaagad.

Hindi na ako magtagal. Just a piece of advice: Ngayon, there’s a lull, silence. Train, slowly train sa covert, covert tawag diyan so that you’ll be able to deal with the problem in the coming years.
